Wikileaks: After being scolded by Eric Edelman, Michel Suleiman: "Sacrifice yourselves to protect Hariri and Jumblatt!"

"... 12. Chargé d'affaires told (Michel)Suleiman that the embassy has spoken to a Lebanese army officer who complained that 'the politicians have gotten us in this mess' and that it was not the duty of the army that protects them ... The Charge told Suleiman that this was 'unacceptable' and that the Grand Serail must be protected the Grand Serail as well as the homes of political leaders, especially in light of rumors circulating about the possibility of exposure of these sites to 'attacks during the night'... During that meeting with Suleiman, the Charge got a call from Assistant Secretary of Defense Eric Edelman to consult with existing work and to speak to Suleiman. After scolding Suleiman, stressing the expectations of the U.S. government .... Suleiman immediately contacted his field commanders. Suleiman reiterated his orders to the commander of the regiment Brigadier Qais Saleh, a Shiite. Suleiman said specifically, 'you will defend the Grand Serail and Quraytem and Clemenceau to death. Sacrifice yourselves to protect these places. The enemy must pass over your dead bodies to enter..."

Miqati Wants More Time…

Once again, optimism that the cabinet would see light very soon did not triumph…

On Thursday, Prime Minister-designate Najib Miqati announced after meeting President Michel Sleiman that the two agreed to give themselves more time before revealing the new government.

"After consulting with the President, we decided to wait in order for the government to live up to the Lebanese people's expectations," he said from the Baabda presidential palace. "We aspire for it to represent stability in Lebanon and avert strife among the Lebanese," he continued.

"We want it to be formed based on the constitution, because we cannot rely on unstable political foundations," he stressed.

"I urge the Lebanese to be patient with us … and I hope that we will announce the new government soon," the prime minister-designate said.

"We will not despair and we acknowledge the rights of parliamentary blocs to demand certain representation in Cabinet, but the President and I are entitled to our constitutional right that this government should represent all Lebanese," Miqati stressed.

Asked after the talks if he objected to Free Patriotic Movement leader MP Michel Aoun's acquiring of certain portfolios, he replied: "I want to assure that I did not get involved in any dispute with any side during the past three months."

"I did not place a veto on anyone and I only seek to achieve national interests," he highlighted.

Aoun to Miqati: Take Your Time

The head of the Change and Reform parliamentary bloc MP Michel Aoun declared that the conditions for the cabinet formation are not yet available and called Prime Minister-Designate Najib Miqati to take his time in the process, saying that he should not be given any deadlines in this issue.

In a chat with journalists following a meeting with Faisal Karami, the son of former Prime Minister Omar Karami, Aoun stressed that he does not have demands, only rights. “If the government was formed, you won’t know the reasons of the delay. But if it wasn’t formed, you will know.”

Commenting on the premier-designate's statements that he will not give up in the formation, Aoun said: "His war is with himself."

Addressing media reports that President Michel Sleiman is still insisting on maintaining the Interior and Defense Ministries, he stated: "Review the constitution. Rights are not opinions, but written words. I always speak based on the written word, which I respect. They are violating my rights and those launching the aggression should make concessions."

WikiLeaks: Hariri Backed Sleiman to ‘Embarrass’ Hezbollah!

The road to presidency was the name of the new series of WikiLeaks cables, published on Wednesday by Lebanese daily Al-Akhbar, concerning the period prior to the election on Michel Sleiman as consensus President.

The published cables showed that the head of the Future party in Lebanon Saad Hariri backed Michel Sleiman for presidency to “embarrass” Hezbollah and “harm” the head of the Change and Reform parliamentary bloc MP Michel Aoun.

They confirmed that the “battle” against Hezbollah was the essence of all challenges in the country in the eyes of Hariri’s bloc…

HARIRI SEEKS TO EMBARRASS HEZBOLLAH
According to a November 4, 2007, WikiLeaks cable, the head of the Future party Saad Hariri believed that Michel Sleiman's election as president would "embarrass" Hezbollah and harm Free Patriotic Movement leader MP Michel Aoun.

The mentioned cable spoke of a meeting between Hariri and then US Ambassador to Lebanon Jeffery Feltman during which the Future party leader informed Washington that the March 14 camp had not reached an agreement over a presidential candidate, less than a month before then President Emile Lahoud's term was scheduled to end.

However, Hariri informed Feltman of a "plan B", which called for the election of then Army Commander Michel Sleiman as president. He justified the choice by saying that Sleiman was not responsible for Hezbollah’s smuggling of arms into Lebanon.

US INITIALLY OPPOSED SLEIMAN’S ELECTION

Meanwhile, an October 16, 2007, WikiLeaks cable showed that the United States initially opposed Michel Sleiman's election as president. It spoke of a meeting between then Army Commander Michel Sleiman and then US Ambassador to Lebanon Jeffrey Feltman during which the former rejected claims that he was a "Syrian agent", voicing fears over what Damascus had in store for Lebanon.

Feltman noted in the cable that Sleiman denied that he aimed to become president and spoke highly of Defense Minister Elias Murr and Mustaqbal movement leader Saad Hariri. He was quoted as saying that "the Sunnis discovered the army thanks to Saad Hariri's support."

Sleiman also stressed the need for supporting cooperation between Hariri and the army in order to prevent the northern region of Akkar from falling victim to Islamist extremists "who are being controlled by Damascus." He added that he worked hard to maintain the Lebanese army's unity, noting that it was not an easy task.

In another meeting with Feltman, Sleiman claimed that Hezbollah supported his candidacy to the presidency in order eliminate his chance of getting elected. He explained that the party wanted to maintain the status quo in Lebanon and it did not want an agreement to be reached on its weapons. He went on to say that he wanted to establish good ties with Syria, but not at the expense of maintaining the party's arms indefinitely.

GEAGEA BACKED LAHOUD, HARB, RIZK

Another WikiLeaks cable, dated November 8, 2007, revealed that Lebanese Forces chief Samir Geagea backed Nassib Lahoud, Butros Harb and Charles Rizk "as a last resort" for the presidency.

The cable said that Geagea rejected a French initiative asking former Maronite Patriarch Nasrallah Sfeir to propose a list of five possible candidates, fearing that such a move would bring a "weak president who would yield to pressure from Hezbollah and Syria."

The LF chief told Feltman that the March 14 coalition would elect a president in the parliament with majority vote of half-plus-one. However, according to the cable, Geagea warned that such a move by the former parliamentary majority would lead to a clash with Hezbollah which would then control most parts of the country.

HARIRI TO SAUDI: YES SIR!

Meanwhile, a WikiLeaks cable, dated November 3, 2007, quoted then Saudi ambassador to Lebanon Abdul Aziz Khoja as describing Hezbollah as "the devil."

The ambassador stressed that Hezbollah and Syria reject the holding of presidential elections. According to the cable, Free Patriotic Movement leader Michel Aoun had approved the postponement of the elections to improve his chances of getting elected.

Khoja also predicted that Nassib Lahoud would be elected president and Najib Miqati would be named prime minister. King Abdullah has advised Hariri to wait until after the parliamentary elections to be named prime minister, Khoja reportedly said. The leaked cable said that "Yes Sir" is Hariri's only reply to any Saudi proposal.

Wikileaks: Michel Sleiman to Jeffrey Feltman: "Elias Murr is the best choice for the Ministry of Interior because he antagonizes Hezbollah"

"... Two days after the meeting, Feltman had dinner with Michel Suleiman. It lasted three hours in the officer's club at Yarze. Feltman explained the 'call' (07BEIRUT1641) as an attempt by Suleimann 'to correct the bad impression left by his performance during his meeting with Adelman'. Suleiman expressed his displeasure with the charge against him as a 'Syrian agent' and expressed  his fears that Damascus was concocting bad things for Lebanon..... Suleiman talked with admiration of Elias Murr, and  Saad Hariri. He added that the Sunnis 'discovered the Lebanese army' thanks to Hariri...  Suleiman wanted to leave a strong impression in Feltman's mind that he is 'independent from Syria', .....   Suleiman also spoke very negatively of President Emile Lahoud, in terms (according to Feltman, November 24, 2007, 07BEIRUT1852) that were never used in Diplomatic cables ,.... . At the end of this meeting, Feltman saw that Suleiman succeeded in convincing the Americans that he is not a 'Syrian agent'. But as far as presenting himself as a candidate for the presidency, Feltman goes on to say that Suleiman failed....



12 days later (07BEIRUT1723,  October 30, 2007), Feltman noted that 'Suleiman's positions evolved' significantly. Feltman visited him to inform him that the U.S. government was poised to impose sanctions against any individual who'd accept  appointment to a second government formed by President Emile Lahoud. Suleiman commented by saying that this was 'clear and good', .... Suleiman often reminded Feltman of his 'evolution' and stressed his conviction that the army should NOT remain neutral should one of the parties decide to change the status quo by force. Feltman believed that the 'evolution' in Suleiman's position was due to  three things: (1) the intervention of  Elias Murr has, and (2)  a threat by Walid Jumblatt that the Druze officers would not stand idly by and (3), Suleiman's 'ambitions'.... Suleiman saw that Hezbollah's declared support for his candidacy was to 'burn' him.... Suleiman saw that once Hezbollah & Syria's allies support a candidate, the later loses his appeal as people will brand him as a 'Syrian lackey'...  When Feltman asked for Suleiman's advice for any future President whether to keep Elias Murr in the Ministry of Defence, Suleiman replied that the Ministry of Defense is not important, especially if the relationship was good between the President and the government and the commander of the army......  but the presence of Murr, a rival for Hezbollah, in the Ministry of Interior, was thus essential..."
